During corrosion protection work at the Punt dal Gall dam in September 2016, an incident occurred in which PCB-contaminated blasting material entered the Spöl and spread in the watercourse. The affected section of the river is partly located in the Swiss National Park and has a length of several kilometers. The Office for Nature and Environment (ANU) of the Canton of Graubünden quickly initiated initial investigations to ascertain the extent of the damage and set up an interdisciplinary task force. In addition, first immediate measures (cleaning of the stilling basin) as well as small-scale test remediation were carried out. Due to the high complexity of the case, it developed into a political issue with high media impact. Ecosens provided scientific and environmental legal advice to the power plant operator EKW, participated in the round table negotiations and prepared a draft for the remediation project. Due to differing views on the remediation goal and the remediation perimeter, remediation measures have not yet been started.
Evaluation and assessment of the task force's investigations, environmental and legal advice to the power plant owner in the "Task force" (2017 - 2019) and round table (2019 - 2020) phases
Participation in "round table" negotiations with the Office for Nature and the Environment (ANU) and the Swiss National Park (SNP) regarding necessary remediation measures
Evaluation of variant studies and test refurbishments, evaluation of refurbishment target and perimeter, dimension and cost estimates for various refurbishment variants
Inspection of the 3 km long river section and assessment of the effectiveness, feasibility and proportionality of the required remediation measures
Development of a concept for partial decontamination of the contaminated fine sediments, preparation of a remediation project (draft)
Challenges
Very high complexity of the pollution situation in the dynamic system of a mountain river, with a limited database on the distribution of pollutants
PCBs are a very toxic and persistent group of pollutants
Generally difficult accessibility and additional location in the Swiss National Park leads to severe restrictions for structural and logistical measures
High political significance up to federal level, occasionally high media significance and impact (television, newspapers)
Comprehensive, i.e. scientific and environmental advice to the client
Procurement, evaluation and assessment of scientific data, identification of information gaps and assessment of the associated uncertainties and risks, integral / holistic weighing of project opportunities and risks
Strong negotiating skills thanks to in-depth specialist knowledge and many years of project experience, fact-based argumentation and direct exchange with all parties involved (ANU, SNP, authorities, etc.)
