As part of a periodic safety inspection of the dam along the Rhine in the municipality of Full-Reuenthal (AG) in 2017, it was determined that the stability of the relevant dam cross-section could not be proven. Further investigations into statics and stability were carried out to determine possible measures to restore the safety requirements and to renovate the dam, and a project dossier was drawn up. Ecosens AG supported the client as an environmental specialist as part of the project planning and with regard to the planning approval procedure by the Swiss Federal Offices for the Environment (FOEN) and for Energy (SFOE).
As part of the planning application dossier, Ecosens drew up an environmental note and a soil protection concept. In the environmental note, an environmental relevance analysis was carried out and the effects in the construction and operational phases were identified for the relevant environmental aspects and environmental measures were proposed where necessary. The soil protection concept characterized the soils affected by the construction work and proposed measures to protect the soil during construction. Construction is scheduled to begin in summer 2026.
Carrying out an environmental relevance analysis, identifying the relevant environmental aspects in the construction and operational phases
Project preparation and implementation of an inspection with the client, check of the embankments for possible occurrences of invasive neophytes and protected species
Procurement and evaluation of soil data on the affected soils, assessment of properties and sensitivities
Preparation of an environmental note with assessment of environmental impacts in the construction and operational phases as well as environmental measures accompanying the project
Drafting a soil protection concept with measures and recommendations for the professional handling of soil and physical soil protection
Challenges
Extensive project perimeter with over 3 km long linear construction site and associated decentralized construction site logistics
Seasonal dependencies of the construction work (soil protection, Rhine runoff) while ensuring flood protection during construction (intervention planning)
Cross-border project by German client with construction project on Swiss territory and with federal government as approval authority
Our solutions
Rapid creation of good local knowledge as well as personal contacts with the client and construction management with the implementation of a joint inspection and maintenance of personal contacts
Development of proportionate and pragmatic solutions (type and depth of reports) appropriate to the size of the project and tailored to the actual needs of the client
Focus on the essentials, both in the construction and approval phase
