The consideration of the measurement uncertainty for measurements
of high-frequent non-ionising radiation (e.g. mobile communication
antennas) is of special importance. In particular, the question arises
whether the measurement uncertainty should be added or subtracted from
the measured value. As opposed to other environmental impacts (e.g.
air pollutants) the measurement uncertainty is rather high. Since the
interest for protection of the public and the public authorities as
well as the economical interest of the operators is vested, the discussion
on this issue is highly controversial. We have discussed and published
the respective positions in a scientific and legal paper titled "Die
Messunsicherheit beim Vollzug der NIS-Verordnung im Spannungsfeld zwischen
rechtspolitischen und rechtsstaatlichen Interessen" in "Umweltrecht
in der Praxis" published by the Association for Environmental
Law, Volume 15/2, February 2001.

Measurement of Non-ionising Electromagnetic
Radiation in a Community

Area-wide registration of non-ionising radiation in the community
of Tiefencastel (Canton of Grison) in October 2000. Non-ionising radiation
of high-frequent (e.g. mobile telecommunication installations) and
low-frequent installations (e.g. transformers, high-voltage power lines
and railway lines) was measured and evaluated. The results were presented
to the community. A report on this project was broadcasted on the Swiss
National Television.
