The International Who's Who of Environment Lawyers 2004

After six months of research, and interviews with clients and environment experts around the world, Who's Who Legal is delighted to publish The International Who's Who of Environment Lawyers.

The research reveals that Latham & Watkins LLP has the greatest number of environment experts of any firm featured in the publication. Six of the firm's lawyers have been deemed exceptional enough for inclusion and they are based on both coasts of the USA, in District of Columbia and California.

Whilst Latham & Watkins LLP can boast the greatest number of leading practitioners, Baker & McKenzie can lay claim to having the greatest geographical spread with five lawyers listed in five separate countries. Anthony Hobley in England, Andrew J L Aglionby in Hong Kong, Mario Deketelaere in Belgium, Federico Ruanova Guinea in Mexico and Martijn Wilder in Australia.

Freshfields Bruckhaus Deringer also fared particularly well in the research with five lawyers listed in two jurisdictions, England and Germany. Holland & Hart LLP also boasts five practitioners in the publication, which are based across three states, Colorado, Wyoming and Utah, giving it the greatest national spread of any US law firm alongside Stoel Rives LLP, who can point to four experts in the publication in Oregon, Idaho and Washington state.

One respondent commented that Theodore L Garrett of Covington & Burling is "as good as it gets" in the field of environment law. This is borne out by the research, which identifies him not only as the most highly nominated lawyer in the USA but also globally. Garrett is closely followed in the votes by John Quarles of Morgan Lewis & Bockius LLP ("one of the premier environment lawyers in the states") and Angus Macbeth of Sidley Austin Brown & Wood LLP, both of whom, like Garrett, are based in DC.

USA

The District of Columbia

Home to the three most highly nominated practitioners in the publication, the District of Columbia is the best represented of all American states with 24 nominees. With three lawyers apiece, Arnold and Porter LLP, Hunton & Williams and Morgan Lewis & Bockius LLP can lay claim to being the best represented firms. Morgan Lewis can draw not only on the expertise of the highly nominated Quarles but also on that of the well regarded Michael W Steinberg and William H Lewis Jr. Those lawyers nominated for inclusion from Arnold and Porter are the "leading" Thomas H Milch, Blake A Biles, and Joel M Gross. Those lawyers nominated on numerous occasions from Hunton & Williams are the "excellent" Andrea Bear Field, the "top" Turner T Smith Jr, and the "very good" Henry V Nickel. Also consistently recommended are the "prominent" Ridgeway M Hall Jr of Crowell and Moring LLP, "top tier" Kevin A Gaynor of Vinson & Elkins LLP, the "very good" Lynn L Bergeson of Bergeson & Campbell PC, Richard G Stoll of Foley & Largner LLP and David T Buente Jr of Sidley Austin Brown & Wood LLP.

California

Edward L Strohbehn Jr of Bingham McCutchen LLP, "one of the founding fathers of environment law", is the most highly nominated lawyer in the state of California alongside Gene A Lucero of Latham & Watkins LLP. Michael R Barr of Pillsbury Winthrop LLP, "a giant in the field", also comes highly nominated, as does James A Bruen of Farella Braun & Martell LLP. Of the firms, Latham & Watkins leads the pack with four of the 15 lawyers listed in the state practicing out of its San Diego and Los Angeles offices. Its closest rivals in terms of the number of lawyers listed are Bingham McCutchen and Morrison & Foerster LLP, both of whom can field two highly nominated experts, with Michle B Corash of Morrison & Foerster particularly well recommended

Colorado, with 15 lawyers nominated for inclusion in the book, can boast the second largest contingent of Who's Who lawyers alongside California. Elizabeth H Temkin of Temkin Wielga & Hardt LLP and James R Spaanstra of Faegre & Benson LLP are the two most highly nominated lawyers in the state, and were both described by respondents as "top tier". No one firm stands out from the pack in terms of numbers but Davis Graham & Stubbs LLP, Faegre & Benson LLP, Holland & Hart LLP and Sherman & Howard LLC each have two lawyers apiece in the state. Also highly recommended are J Kemper Will of Burns Figa & Will PC, John D Fognani of Fognani Guibord & Homsy LLP, John Leonard Watson of Moye Giles LLP, Carolyn L McIntosh of Patton Boggs LLP and Paul D Phillips of Holland & Hart LLP. Three lawyers in the state are no strangers to the Who's Who Legal series: the "well known" Gary E Parish of Sander Scheid Ingebretsen Miller & Parish PC, the "top tier" Robert T Connery of Holland & Hart LLP and John D Fognani also appear in the second edition of The International Who's Who of Mining Lawyers.

Utah

Also featured in The International Who's Who of Mining Lawyers is William B Prince of Dorsey & Whitney LLP and he is joined in the environment publication by the highly nominated David W Tundermann of Parsons Behle & Latimer and Lucy B Jenkins of Jones Waldo. Of the four lawyers listed in the state, however, James Arnold Holtkamp of Holland & Hart LLP garnered the greatest support for inclusion.

Wyoming

Holland & Hart is the only firm to have a presence in the Wyoming section of the publication with both Michael J Brennan and Edward W Harris coming highly recommended for their expertise.

Illinois, Michigan, Missouri

Illinois sees four lawyers listed in the publication. Thomas M McMahon of Sidley Austin Brown & Wood LLP leads the way based on nominations and is closely followed in the research by Sheldon A Zabel of Schiff Hardin & Waite. Also highly recommended are Susan M Franzetti of Franzetti Law Firm PC and Louis M Rundio Jr of McDermott Will & Emery. In Michigan, respondents commented on the strong practice of Eugene E Smary of Warner Norcross & Judd LLP, whilst Joseph M Polito of Honigman Miller Schwartz and Cohn LLP and Jeffrey K Haynes of Beier Howlett PC were also highly nominated. In Missouri, the research is dominated by Stinson Morrison Hecker LLP which has two of the three lawyers nominated in the state, the "excellent" David R Tripp and Parthenia B Evans. Also highly recommended was the "excellent" James T Price of Spencer Fane Britt & Browne LLP.

Massachusetts

Of the nine lawyers nominated for inclusion, three practice at Foley Hoag LLP: the "very good" Laurie Burt, Seth D Jaffe and Robert S Sanoff. Both Susan M Cooke PC and Jeffrey C Bates of McDermott Will & Emery were consistently recommended for their expertise, while Christopher P Davis of Goodwin Procter LLP was the most highly nominated lawyer in the state with one respondent to the survey commenting that he was "one of the best".

New Jersey & Connecticut

Ten lawyers in New Jersey received sufficient nominations for inclusion. The most highly nominated of these being Michael L Rodburg of Lowenstein Sandler PC and William H Hyatt Jr of Kirkpatrick & Lockhart LLP, both of whom were described by respondents as first rate. Also highly nominated were William L Warren of Drinker Biddle & Reath LLP, Edward F McTiernan of Gibbons Del Deo Dolan Griffinger & Vecchione. In nearby Connecticut, James A Thompson Jr of LeBoeuf Lamb Greene & MacRae LLP is the most highly nominated lawyer, one peer remarking that he was "one of the absolute top environment lawyers".

New York

Sive Paget & Riesel PC leads the field in New York with three lawyers nominated for inclusion, including Daniel Riesel, the most heavily nominated lawyer in the state and "one of the founders of environment law". Accompanying him from Sive Paget are the highly nominated Mark A Chertok and David Paget, "one of the original environment lawyers". Michael B Gerrard of Arnold & Porter LLP was the second most highly nominated lawyer in the state and was described to our researchers as "outstanding" in the environment field. Kirkpatrick & Lockhart LLP has gained a significant presence in the market due to the hire of the "very experienced" Donald W Stever from Dewey Ballantine LLP in April. This gives the firm a good national spread, given that it also fields Who's Who nominated lawyers in both New Jersey with William H Hyatt Jr, and Pennsylvania with R Timothy Weston.

Pennsylvania

Accompanying the aforementioned Weston in Pennsylvania are 10 other highly recommended practitioners. Kenneth J Warren of Wolf Block Schorr & Solis-Cohen LLP is the best-regarded environment lawyer in the state and is accompanied in the publication by his highly nominated partner Steven T Miano. Manko Gold Katcher & Fox LLP also fared well in the research and two lawyers from the firm appear: Marc E Gold, and the second most highly nominated lawyer in the state Joseph M Manko, whom researchers were told was "one of the deans" of the environment bar. Two Drinker Biddle & Reath LLP partners were also recognised for their expertise: the "first rate" Bonnie A Barnett and the "very skilled" David J Brooman. Also highly nominated are Benjamin G Stonelake Jr, David G Mandelbaum, Hershel J Richman and John F Stoviak.

Georgia & Florida

Lee A DeHihns III of Alston & Bird LLP fared particularly well in the research and based on our findings heads the field in Georgia. He is accompanied by his partner James S Stokes and Richard A Horder of Kilpatrick Stockton LLP. John M Barkett of Shook Hardy & Bacon LLP is similarly highly regarded in Florida and is the only lawyer nominated for inclusion in the state.

Texas

According to one respondent, Carol E Dinkins of Vinson & Elkins LLP is the "dean of the Texan environment Bar", and she received the most nominations of any lawyer in the state. The "superb" Molly Cagle and the "particularly good" Christopher B Amandes also represent Vinson & Elkins in the publication. With three lawyers in the publication, therefore, Vinson & Elkins is the best-represented firm in the state alongside Baker Botts LLP which has Pamela M Giblin, Bradley I Raffle and Sara Marquis Burgin listed. Also prominent in the Texan market for environmental work is Akin Gump Strauss Hauer & Feld LLP, with both Diana C Dutton and Paul Seals consistently recommended. R Kinnan Golemon of Brown McCarroll LLP is also highly regarded by his peers and is joined in the publication by R Keith Hopson of the same firm.

CANADA

Fourteen practitioners have been selected for inclusion in Canada which, in terms of the number of nominations received, are led by the "very good" Paul R Cassidy of Blake Cassels & Graydon LLP and Leonard J Griffiths of Torys LLP - a "leading lawyer in Canada". Cassidy is based in British Columbia where he is joined in the publication by Gary A Letcher of Edwards Kenny & Bray. Brian K O'Ferrall QC of McLennan Ross LLP is the sole lawyer to be listed in Alberta, as is John D Stefaniuk of Thompson Dorfman Sweatman in Manitoba. QuŽbec's most highly nominated practitioner is Pierre B Meunier of Fasken Martineau DuMoulin LLP. Also highly regarded in the province are Michel Yergeau of Lavery de Billy and Jean Piette of Ogilvy Renault. Ontario is the best represented of the provinces, with half of the Canadian lawyers in the publication based there. Leonard J Griffiths and James W Harbell of Stikeman Elliott LLP were highly recommended, as were David Estrin of Gowling Lafleur Henderson LLP, and Gray E Taylor of Davies Ward Phillips & Vineberg LLP.

CENTRAL & SOUTH AMERICA

Argentina has three lawyers recognised by our research as experts in environment law. Gabriel R Macchiavello of Allende & Brea was consistently recommended and LATIN LAWYER 250, sister publication to Who's Who Legal, describes his practice as "strong" in this field. Also highly recommended is Guillermo Malm Green of Brons & Salas, recognised by LATIN LAWYER 250 to be establishing a practice in this area. Ignacio H Randle is also well regarded in this jurisdiction. Demarest e Almeida Advogados, at present Latin America's largest law firm, can boast the only nominee in Brazil, Luiz Fernando Henry Sant'Anna. In Colombia, Luis Fernando Macias Gomez, ex-general counsel of the Ministry of Environment, is highly regarded, as is JosŽ Vicente Zapata-Lugo of Holguin Neira y Pombo y Mendoza Abogados. Burguete, Celis y Asociados SC leads the market in Mexico as both Humberto Celis Aguilar Alvarez and Leopoldo Burguete Stanek appear. Luis R Vera Morales of Vera Carvajal & Sosa SC is, however, the most highly nominated lawyer in Mexico.

AUSTRALIA & NEW ZEALAND

In Australia, Freehills is the top firm based on the number of lawyers included, with both John Taberner and Mark Dwyer receiving numerous nominations during the research. The top nominee in the jurisdiction is Glen McLeod of Minter Ellison, followed closely by Andrew Beatty of Malleson Stephen Jaques. In New Zealand the most highly nominated lawyers are Derek Nolan and Paul F Majurey of Russell McVeagh, thus making their firm the best represented alongside Simpson Grierson who have the well regarded David Kirkpatrick and Rob Fisher listed. Also recommended is Ian Cowper of Cowper Campbell.

AFRICA

Nigeria is represented in the publication by two prominent lawyers, Oluwatoyin Ajoke Bashorun of Church-Fields Solicitors and Soji Awogbade of Victor & Charles Solicitors. In South Africa Robyn Stein of Edward Nathan & Friedland is the only practitioner to receive sufficient nominations for inclusion and her practice was consistently recommended to our researchers.

ENGLAND

The second largest jurisdiction in the book after the USA is dominated by Freshfields Bruckhaus Deringer which has three lawyers nominated. The highly regarded Paul Watchman and Malcolm Forster join Paul Bowden, the most highly nominated English-based lawyer in the book. Kathy Mylrea of Simmons & Simmons joins Bowden at the top of the research and is accompanied in the publication by Mike Nash of the same firm. Allen & Overy also fares particularly well with Owen Lomas recognised for his expertise, although the firm recently lost the well regarded Ross Fairley to Burges Salmon. Also highly regarded by both clients and peers are Edward Keeble of Slaughter and May, Jacqui O'Keeffe of Denton Wilde Sapte, Helen Loose of Ashurst, Paul Sheridan of CMS Cameron McKenna, and Andrew Bryce of Andrew Bryce & Co. Bryce is also notable for the fact that he is the only English lawyer listed who practices outside of London.

SCOTLAND & IRELAND

The Scottish section of the publication sees two lawyers listed; top nominee Charles Smith of Brodies was described by one respondent as "number one". Kenneth C Ross of Bishops in Glasgow was also included. In Ireland Arthur Cox dominate the list with both Yvonne Scannell and Deborah Spence recommended on numerous occasions.
